Welcome to Season Three of Head Cannon! This week I take on Neon Maniacs, a movie that's kinda dumb, and only kind of a movie. Pieced together from spare parts after several budget shortfalls and production stoppages, the result is an uneven mess of a thing with some potential, and a lot of bullshit to sift through to find it.
